Combine chicken, minced garlic and patis. Let stand for 10 minutes to marinate.
Pre-heat oil in a pan and deep fry the chicken until slightly browned. Set aside.
Combine tomato sauce, onions, carrots, potato and sili in a pan. Season with salt and pepper to taste. Cover and simmer over low heat for 5 minutes.
Add the chicken and simmer until tender or around 20 minutes. Add the cream and simmer for 2 minutes. Remove from the heat and transfer in a serving plate, ready to serve. Enjoy!
